Upgrading from Win98SE

I was wondering if there is a way of upgrading from Win95 straight to Win98SE upgrade? I have the Win98 upgrade version and the Win98SE upgrade version. It would be nice if I could bypass the Win98 upgrade and go right to Win98SE?
