Upgrading to Windows 98

A collegue of mine tells me that it is possible to upgrade my PC from Win95 to 98 without having to reinstall the existing application programs like frontpage, word excel etc simply by deleting one file in windows. Which file could this be and what is the correct procedure of doinh this?
