Upgrading to Windows 98SE

A client with a notebook computer wants to upgrade from Windows 98 to Windows 98SE. The only available version is the Windows 98SE OSR. Can you install SE over Windows 98 by deleting the win.com file? If not, how can this task be done without having to delete Windows 98 and starting over? They do not want it deleted.
