upload WeB pages to IIS

I work for an educational facility, out staff needs to be able to upload and update their web pages located on our IIS server. I was wondering what is the best way to approach this..I have had several request to enable FTP to allow the updates. IfI do this should I create Virtual Directories on the FTP sevice that point to the staff web directories on the web site?
Thanks
