US IT Salary Survey – where am I going wrong?

The US Dept. of Labor says that IT salariers grew by 18% AFTER adjusting for inflation between 1998 – 2004. I work with a large team of IT and a major US business and I can tell you that this did not happen at my company. So I ask you, if you saw pay increase at your company where do you work?
