Usage of Old Hardware

We used to dump old processors, Motherboards etc things. My question is Why the things are not used for Low end use like TEXT data processing etc; or reselled in poor countries by refurbishing; or say Can’t we join couple of processors and make a top speed one for use instead of dumping it ? This all thing can HELP environment and other resources. I know that we can use multiple processor in a single row as one processor. Can Techrepublic start that sort of thing to reduce the OLD dump ?
