USB devices malfunction error

I am using Windows XP at my company on new Dell machines. We have rolled out approximately 1500 machines and there are a handful that are receiving the following information/error message: “One of the USB devices attached to the this computer has malfunctioned and windows does not recognize it”. The only USB devices attached are mouse, keyboard and possibly a pocket PC. Microsoft has nothing posted. We think it might be a manufacturing issue can any one confirm or have had this similar problem?
