USB Driver Conflict

Is there a solution to a problem that deals with the USB device driver for Windows 98 Second Edition? Recently noted that once i got a USB device conflict in the system manager, i could not reload the driver. Removing the offending USB device driver and program according to manufacturers documentation did not help. Removing all USB devices did not help either. The reinstallation of Windows 98 Second Edition did not help either. The only method that worked was that the Windows 98 Second Edition had to be reloaded after wiping out the hard drive(clean installation).
