USB HUB on Sony Desktop

After upgrading to Windows Me on Sony 166MMX unit the HP 6200C Scanner would not operate.
After verifying scanner okay by attaching to other cpu and getting latest cd from HP for Me scanner still won’t funftion. All USB upgrades load as well as newdrivers. On going to system within control panel, Usb indicates all is well until I check “Power”
There it states ther is a problem. Is this a physical problem or software error?
