USB Mouse

Why, when I do a restart does my USB mouse refuse to be recognized? If I do a shut down and cold restart it works fine. The mouse behaves the same if plugged into the onboard USB or into the PCI USB.
Running WinXPSP1 Pentium Celeron4 2.5GHz 51MB RAM. IBM Scroll Mouse.
