USB non-functional on OS bootup?

So, I’ve just finished a new computer build and all of the hardware works just fine. The problem I’m having is when the OS (Windows 10) fully boots up, it removes the functionality of all the USB ports. When I go into the BIOS the mouse and keyboard work just fine, as do all other USB inputs and hardware, but when the sign-in screen pops up all of the USB ports suddenly go offline. I’m hoping I don’t have to reinstall Windows 10 but I will do that if necessary. Is there any way to restore functionality to the USBs on OS bootup or do I have to fully uninstall and repurchase Windows 10?
