User Adding Network Printer

I can not seem to be able to find a soloution to resolve the issue of user’s adding printers w/o giving admin rights. I support several remote users as well as local users about 700. We are not running native as of yet. We are currently in the process of rolling out from NT to XP. With 2000 servers. I have tried every setting in the MMC local security polices. This is a major kink and if someone has a step by step fix please share it will not go unappreciated.
