User can not change their password

Hello!
Two questions:
Windows NT Server
1-How can I let the users to change their password when their accounts expire. When they try to change a message error appear.

2-In the User manager for domains when I open a user account the ACCOUNT LOCKED OUT appears hidden…why this happened?
