user cant see desktop

i have just installed a new nt4 workstation and the person who is going to be using it cannot see her desktop (My computer, network neighborhood etc.) i have logged in and i can see all the icons. when she logs in her pc seems to be stuck on “view as webpage” no matter what you do you cannot get the check mark to go away from “view as web page”. i have never seen this problem before and i cannot locate a fix for it either. i have searched tech republic and ms technet to no avail. Help!
