User-Level Access & 98

Setup:
1 W2k Pro
2. W98SE
3. W98

Attempting to use User Level Security. Everything works fine on the W98SE system. I can access the server. Add/Delete users, etc.., but when trying to use the Win98 System it says unable to access.
All protocals are the same and all user settings seem to be the same.

Suggestions?
