User needs permission 2 Burn CD in Win2k

I have a user that must have only USER privileges in Windows 2k. He can not read some CD’s and can not burn any CD’s using Nero. When Nero starts it tells the user he needs privileges to burn.

Any ideas without giving higher privileges?
