User profile error

On a W2K Pro workstation I have two users. User1 is a member of the local ‘administrators’ group and User2 is a member of the local ‘users’ group. I set up desktop and applications settings using User1. I want User2 to have the same settings so I copied User1’s profile to User2. Then I tried to login using User2 and I would get an explorer.exe error. The only way to remedy this is to place User2 into the local ‘administrators’ group. Does any one know how to fix this so that User2 can stay in the ‘users’ group and still use a copy of User1’s profile? Thanks…..
