user rights

How do you allow a program to write to the registry without giving the user admin rights or power user locally or in a domain. I have two situations. 1. In my NT Domain, I have put up sereral 2K boxes. I have added the users domain account to thebox with user priviledges. We use Corel Draw. The problem is whenever my user opens Corel Draw or click on a file associated with it. They get a error message. I cant remember the exact message. But once they hit the ok button, Corel opens anywaywith the file in view and they can all work without a problem. Since it is annoying for my users the only work around I have found was to give them local power user rights and it open without a problem. Is there another way this can be done without leaving them set with power user rights?
2. This is similar except how would I accomplished this in a workgroup environment but with a different program
