User rights & task bar

I have installed Windows NT workstation on a machine and have little experience with NT. I have a lot of experience with Win2K Pro. I have 2 questions.

I am trying to setup a user to be able to install programs (basically they will have administrative rights.) When I log them on to the Domain they do not have rights on the computer, and when I set them up on the computer they cant access all areas of the network and are prompted for a username and password when they try to connect to a network share.

Is there a way to give a Domain user administrative privilages on the individual PC like Win2K Pro?

The other Question is on the task bar, to the right of the start menu and the left of the tasks is a quick icon area on Win2k machines and Win98 machines, but it isn’t available on Win NT. Is there a way to install it. I am running Explorer 6.0. Do I need to install explorer 5.5 and then Explorer 6.0 the get this feature?
