user unable to install or run app

In w2k I log in as Domain admin install a app. When I log in as a domain user and try to run the app I get a error that the user does not have rights to registry and the program crashes. When I give the user domain admin rights the app runs fine. How can the user run the app without giving him domain admin rights? I want to avoid giving any type of local rights to the user.
