users rights in Win2k pro

In my Win2k Professional. i have a set of users who are in USERS group. they have no permission to install any programs or write anything into c:\winnt. but i have certain programs where i run some batch files which updates certain .INI files in C:\winnt. win2k is not allowing me to do this in USERS login. i can’t log off from users & login as Administrator each time i update this .INI file. because this continously happens. more over this is carried out at more than 15 systems.

is there a way where USERS group can get an instant access to C:\winnt ??
