Using SETPRFDC.exe with NT client

I want to use setprfdc.exe to set up a local Wan BDC to authenicate my clients but when running in the computer (from a command line)I get “Cannot set new trusted DC to \\server :Error_ACCESS_DENIED Failed to set the DC.” when ran from a normal users account. But when I logon onto the computer as an admin it works perfectly.

Why and can I get it to work with a normal users account so I can put the line in a script file.
