Using W2K Server as a VPN Server

I am planning on setting up a Windows 2000 Server in a mixed environment as a RAS server.

I have a couple of questions:

1) Can a member server (W2K) act as a RAS server, or does it need ACtive Directory?
2) Will a W2K RAS Server assign IPs to remote clients when the DCHP server is NT 4?
