Util to create a EISA partition?

Anyone have a util to mark a partition (or create one) as an EISA configuration partition.

We need to hide a tiny partition from Win 2000 so it doesnt assign a drive letter and is inaccessable from the OS. The partition has to be the first on thefirst disk.
