Veritas BE 8.6 Insufficient Rights

I am running BackupExec 8.6 for windows NT/2000. I
installed it on a windows 2000 server (sp2) as an domain administrator.
When I try to start the program from the start menu it gives me the
following error:

You have insufficient rights to runBackup Exec. You must be either a
backup operator or administrator to run backup exec.

I am logged on as the domain administrator?
Tried a reinstall backupexec 8.6 and sp2 reinstall without any success.
any ideas ?
