Very slow Net Send

when I net send a message to any user or computer from the pdc the message is “instant”. The console window pops up and then disapears within a second.

However, when any user in the domain uses net send, the message take an average of 10 to 15 seconds to send. Is this normal?

Messenger service is running on all machines.
