Video Capture API for VB or Java

Hi all,
I’m searching for a video capture API that I can use to capture and send (stream out) video from within a JAVA application that i’m planning to develop. The other side of the IP connection (client) should be able to pick up and display the video/audio stream on a Java Applet. I’ll run on win2k on both client/server. Any help or suggestion you can provide is appreciated.
