Video Drivers

I just built a new PC w/ a Cirrus Logic 5465 video card. I can’t restart or power off the PC. When I click start, shutdown; or start, restart; the screen goes black but the light remains green as if it’s in standby mode and I have to hit the power button. Only happens after I install the video card drivers, driver version, 1.71 Has anyone else had this issue, what can I do here aside from purchasing a new card?
