View encoding in Internet Explorer

I am running Windows 98 on my desktop with Windows Explorer V.6.0.2600.000
I have the encoding set to “autodetect”, but pages hardly ever display properly and I have to manually select Western European Windows in order to see the pages. Why does the auto select not work?
