Virtual/Paging Files Problem

In one of my workstation It always prompts for the following error message “Running short of Virtual memory / Paging file size, to get window run on your computer increase the size of the Paging file”. The funny thing is I have 18GB of free space, 256 MB RAM and the size of the paging file was 192-384MB for maximum & minmum resp. Please advise.
