VPN and Win98

I have several clients using Win98 and I surely can’t get into our server from a remote site. I can how ever access the server from a remote site using WinXP and W2K. I compaired everything I could. I use \\123.123.123.123 to search for the server but can’t find computer. All the settings match the books. Any help will help
