VPN connection immediately terminated

I am attempting to establish a VPN using Windows 98 SE. I have established my dial up connection and have configured my VPN using TCP/IP. The computer acts like it wants to connect, however, immediately after the connection I receive a message indicating VPN was terminated. Do you wish to reconnect?

I have checked all the connections and addresses. Any suggestions?
