vpn not see data share on NT 4.0 wks

I have a workstation running SP6a setup ras and shared several folders, can access the shares locally, however when connecting with win98 se2 it connects and I can ping the NT workstation but cannot access the shares or even see the NT workstation from the 98 system through network neighborhood. I have checked user name and rights look good
