VPN with dial-up not working

On a new Windows 98 SE
Created dialup account with my ISP and it works fine.

Added Microsoft VPN adapter and rebooted

Created VPN with the right IP and login which works fine on my Windows 2000 computer.
I get error:
The Microsoft Dial-Up Adapter is in use or not responding properly.
Disconnect other connections and then try again.
If this problem persists, shut down and restart your computer.
