W2000 Small Business Server Fax Problem

When using the shared fax under W2000 SBS, the fax output at the destination fax machine (e.g low end Samsung range) gets corrupted when a (graphics) cover page is used, or when a graphics image is included in a MS Word document. Ms Word documents NOT containing graphics are received perfectly.
