W2K and System Policy Editor

I have used the System Policy Editor from NT4 on my W2K server in order to stop the Legal Banner from being recreated when auto-logging onto the domain. Now when my server reboots, my admin shares of C$, D$ and E$ disappear. Where in the registry is this controlled?
