W2K Clients troubles accessing VPN

When W2K’s clients accessed VPN server through X.25 gateway into IP network it lose apprx 30% packets when connected . With typical connexion directly through IP network or with W98 clients (same type of connexion through X.25 network into IP net) there is no any problems.
