w2k griup policy not applied

w2k clients.installing using ris and group policy.after the w2k professional is installed, there is an userenv error in event viewer with id:1000 saying that group policy is not queried.after rebooting pc all policies r applied and softwares assigned to pc r installed.

every new machine is getting this error for first time. second time everything is normal.

why for first time the group policy is not applied.checked knowledge base but no maching result.
