W2K keep Rebooting at startup

After W2k Professional screen appears, Blue screen comes up with this message:
STOP: c0000218 {Registry File Failure} Registry can not load the hive(file):
SystemRoot\System32\config\Software.

It keeps rebooting without giving me a chance to doanything.
