W2k license manager

license logging service shows “starting” and never completely starts while license manager shows a duplicate used license for each user followed by a $. This server (call it Server1) is designated as the Site License Server while another W2k server(call it Server2) also has the license logging service running and showing “started”. 2 questions: why does the license logging service hang at “starting” and what’s up with the $ after the duplicate license? Much of what I have read points to just disabling the LLS, but what could cause both of these glitches?
