w2k-locking down f&p sharing

Simple question, I’m just looking for ideas,

I’d like to keep file and print sharing enabled on windows 2000, thus keeping the browse list in tact (long story). however, I would like to take away the right for users to share files out. I know this can be done, but what are the best ways? any suggestions? and I’m not sure if users will admin access to their machines or not.
