W2K optimization

In optimizing W2000 Pro or any of the server flavors what is the best way to disable programs from starting up at bootup? There is no MSCONFIG and hacking the registry only seems to get some of the programs out of startup. I was told that there is aprogram on the Resource Kit CD but I do not have access to it. If you could shed some light on this I would greatly appreciate it.
