W2K Pro continual reboot

W2K loads mup.sys then reboots… just downloaded and installed Norton AV update for 2000…. apparently there is an issue. I can get to the recovery console, but am a novice and am not sure what to do from there. Have tried restoring the system file from a system.sav file, no change… How do I know what is the next device in the load order?
