W2K Raw Access

Hi, I got a problem, when I lanch a program, it said no ethernet adapter found or I don’t have the privileges to enable the raw access, but I am the admin of this machine, I don’t know how to make it work, anybody help me? Thanks in advance. About my machine:W2K Advance Server, 3Com 3C920.
