W2k Restart Instead of Shutdown

I have a W2k station that won’t shutdown.
You select shut down from the start menu and then select shutdown from the menu and it just wants to restart. I have tried the Ctrl+Alt+del and shutdown and it still resarts. I also tried as administrator to see if it was a local policy.

any clue I have see many issue’s like this for win98 but not for W2k
