W2k Server Licenses used up too quickly?

I have a stand alone W2K Server with 5 licenses on a network with no more than 3 users on it at a time, and the licenses are constantly being used up (exceeding 5 users.) The server is in “Per Server” license mode, running a fax server, print server, and sharing files. Should I change the licensing to “per client” to solve this issue? We only have a total of 6 computers that can log in to the network and 1 printer on a jetdirect card.
