W2K Term Services on NT Domain w/out AD

Have a NT4 Terminal Services w/apps running. Want to move config W2k w/Term Srvcs and move all to the W2k Server. Have Novell network (no AD) Have another NT Server as Domain Controller. Can a W2k TS Serv work in this situation without active directory?
