W2KPRO STOP_ERROR only on restart

I am getting the Stop Error whenever I restart my W2KPRO which was an upgrade install over Win98se. The message is as follows:
Stop_error_0X000025FC_0X00000011_0X00000000_0XBFD3893F_Driver_IRQL_NOT_LESS_OR_EQUAL

I cannot find the driver that this messagae is referencing. Does anyone have any iideas.
