Web access for windows 95 and 98

I have the following: windows 2000 sp2, IIS5 with terminal server running. I cna connect to this server vioa regular terminal server connection on any client. however whenI try the web access it get the connect page fine will ask for the active-x controll if a client does not have it. My issue 95 and 98 when they click connect a blank page shows up not the login screen. with windows 2000 pro clients no isssue what so every, I check evnt log no errors show up. Please help resolve this
