Web pages with frames

I am using Frontpage 98 and I have a webpage with frames on it. One of the frames has a graphic that when clicked takes the user to a “staff only” area. I need the whole page to change over (all frames) to the new page. I have it set up to open in a new window. When it does the navigation bar on the left side does not work. If I just open the page in the active window the bar works. How do I get the navigation bar to work in the new window… or… how do I replace all the frames in the parent window with the new frames? I tried using the “whole page” approach but for some reason the original page reloads and then I have to click again to get the new page.
